California: Regulations for treatment billing updated

The Division of Workers' Compensation adopted new regulations for standardized paper billing forms and electronic billing standards.

The regulations provide that a properly documented bill for medical treatment within the planned course, scope, and duration of treatment provided or authorized by the treating physician must be paid by the claims administrator within 45 working days from the receipt of the bill, or within 60 days if the employer is a governmental entity. Any amount not contested within 30 working days or not paid within 45 working days, or 60 working days for a government employer, shall be increased 15 percent and carry interest retroactive to the date of receipt of the bill. The provisions relating to paper billing become effective on Oct. 15 and provisions relating to electronic billing become effective on Oct. 18, 2012. The rule provides that the medical billing and payment guide will be available on the Department of Industrial Relations' website or may be obtained through writing to the division's medical unit.
